{"id":10649,"date":"2015-12-23T21:10:02","date_gmt":"2015-12-24T04:10:02","guid":{"rendered":"http:\/\/cafe.foundation\/blog\/?p=10649"},"modified":"2015-12-29T15:00:23","modified_gmt":"2015-12-29T22:00:23","slug":"five-bucks-for-over-0-55-pounds-and-under-55-pounds","status":"publish","type":"post","link":"http:\/\/cafe.foundation\/blog\/five-bucks-for-over-0-55-pounds-and-under-55-pounds\/","title":{"rendered":"Five Bucks for Over 0.55 Pounds and Under 55 Pounds"},"content":{"rendered":"<p>We\u2019re making a lot of unmanned aerial systems (UAS) that are being flown by enthusiastic amateurs \u2013 some of whom look at their small drones with the respect due to any object that flies.\u00a0 Others, untrained, unaware, or uncaring, might cause the authorities to step in and restrict flight for even responsible users.\u00a0 Unfortunately that seems to be the way it works in many realms.<\/p>\n<div id=\"attachment_10656\" style=\"width: 538px\" class=\"wp-caption aligncenter\"><a href=\"http:\/\/cafe.foundation\/blog\/wp-content\/uploads\/2015\/12\/mini-quadrotor.png\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-10656\" class=\"size-large wp-image-10656\" src=\"http:\/\/cafe.foundation\/blog\/wp-content\/uploads\/2015\/12\/mini-quadrotor-528x358.png\" alt=\"The FAA won't require registration for extremely small UAS's like this\" width=\"528\" height=\"358\" srcset=\"http:\/\/cafe.foundation\/blog\/wp-content\/uploads\/2015\/12\/mini-quadrotor-528x358.png 528w, http:\/\/cafe.foundation\/blog\/wp-content\/uploads\/2015\/12\/mini-quadrotor-300x203.png 300w, http:\/\/cafe.foundation\/blog\/wp-content\/uploads\/2015\/12\/mini-quadrotor.png 620w\" sizes=\"auto, (max-width: 528px) 100vw, 528px\" \/><\/a><p id=\"caption-attachment-10656\" class=\"wp-caption-text\">The FAA won&#8217;t require registration for extremely small UAS&#8217;s like this<\/p><\/div>\n<p>To prevent that, the Federal Aviation Administration (FAA) is taking cues from several incidences of unpleasantness and requiring everyone who has a \u201cdrone\u201d that weighs over 0.55 pounds and under 55 pounds to register the machine and pay a nominal $5.00 fee. \u00a0They spell out how severe that might be in a pithy paragraph.<\/p>\n<p>&#8220;Failure to register an aircraft can result in civil penalties up to $27,500. Criminal penalties for failure to register can include fines of up to $250,000 under 18 U.S.C. 3571 and\/or imprisonment up to three years.&#8221;<\/p>\n<p>Fliers must register any time after December 21 (just in time for Christmas) and by February 19, 2016 \u2013 giving enough time to get over their new holiday gift or purchase.\u00a0 There will be civil and criminal penalties for not registering your UAS with the USA.<\/p>\n<p>Owners must be 13 years of age or older.\u00a0 Owners less than 13 must have an older friend or relative register the vehicle.\u00a0 Owners must be a U. S. citizen or legal permanent resident.<\/p>\n<p>Owners must register their\u00a0UAS\u00a0<strong>online<\/strong>\u00a0if it meets the following guidelines:<\/p>\n<ul>\n<li>Weighs more than 0.55 lbs. (250 g) and less than 55 lbs. (25 kg). Unmanned Aircraft weighing more than 55 lbs.\u00a0<strong>cannot\u00a0<\/strong>use this registration process and must register using the\u00a0<a href=\"http:\/\/www.faa.gov\/licenses_certificates\/aircraft_certification\/aircraft_registry\/\">Aircraft Registry process<\/a>.<\/li>\n<\/ul>\n<div id=\"attachment_10651\" style=\"width: 538px\" class=\"wp-caption aligncenter\"><a href=\"http:\/\/cafe.foundation\/blog\/wp-content\/uploads\/2015\/12\/uas-weight-applicibility.png\"><img loading=\"lazy\" decoding=\"async\" theirs<\/p><\/div>\n<p>The <a href=\"http:\/\/www.faa.gov\/licenses_certificates\/aircraft_certification\/aircraft_registry\/UA\/\">FAA provides a handy guide <\/a>to UAS\u2019s required to be registered and those that do not.\u00a0 One can wish the IRS would provide a similar illustrated guide.\u00a0 See\u00a0<a href=\"http:\/\/www.faa.gov\/uas\/registration\/faqs\/media\/UAS_Weights_Registration.pdf\">examples of\u00a0UAS\u00a0that do and do not require registration<\/a>\u00a0(PDF).<\/p>\n<p>If owners have a UAS over 55 pounds, used for commercial purposes, or other than hobby and recreation jollies, they cannot use the easy on-line form, but must show their pen and paper skills with a paper form.\u00a0 The FAA requires this same form if owners intend to use their UAS outside the country.\u00a0 Undoubtedly authorities at any foreign destination will have additional forms and additional rules.<\/p>\n<p><iframe loading=\"lazy\" title=\"Know Before You Fly\" width=\"500\" height=\"281\" src=\"https:\/\/www.youtube.com\/embed\/XF5Q9JvBhxM?feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" referrerpolicy=\"strict-origin-when-cross-origin\" allowfullscreen><\/iframe><\/p>\n<p>Owners will need an email address, a credit or debit card and physical and mailing address to register their new toy.\u00a0 It costs a mere $5 for a three-year registration and comes with a number the owner must mark on all the unmanned units in their possession.\u00a0 As an incentive to register, applications received by the FAA before midnight, Eastern Standard Time, January 20, 2016 get a refund on the application fee.<\/p>\n<p>We can all assume that getting caught flying a quadrotor or other unregistered device after that date prompts the dreaded fees and penalties so beloved by bureaucrats. \u00a0And to help authorities find wayward pilots, or return their lost drones to owners, <a href=\"https:\/\/www.faa.gov\/uas\/registration\/faqs\/#mou\">owners must label their machine(s)\u00a0<\/a>(as many as they own) with the FAA-supplied identification number. \u00a0The five dollar registration fee covers all drones.<\/p>\n<p>Larger machines may be used soon for package delivery, including fast food.\u00a0 A pizza in a jet intake might not be the best reason to have to file an incident or accident report, though.<\/p>\n<p>To see why the Feds might be taking this more seriously than people who might disregard these rules, watch as a champion skier survives a near miss by a plummeting camera drone.\u00a0\u00a0 Your editor knows just enough French to understand the \u201cencroyable!\u201d (incredible!) uttered repeatedly by the sportscaster.<\/p>\n<p><iframe drone in another country exceeding the 400-foot altitude limit enforced here.\u00a0\u00a0 Luckily, the thing lands in an uninhabited part of a larger development.\u00a0 It also proves how incredibly
